Oil rises above $113, heads for second monthly gain

LONDON (Reuters) - Oil rose above $113 a barrel on Friday, heading for a second monthly gain, supported by investor hopes of more monetary easing that could spur economic growth and support oil demand, and concern about supplies.

Federal Reserve Chairman Ben Bernanke may acknowledge the U.S. central bank is actively considering another round of monetary easing in his Jackson Hole speech due to begin at 1400 GMT.

Brent crude was up 55 cents to $113.20 a barrel by 1234 GMT, after falling to a session low of $112.36 earlier. U.S. crude added 82 cents to $95.44.

"The crude oil markets are treading water in the run-up to the eagerly-awaited Jackson Hole conference," said Eugen Weinberg, analyst at Commerzbank. "If the statements made by Bernanke prove disappointing, oil prices could come under pressure."

The dollar weakened ahead of the speech by the Fed chief, which could disappoint markets if he stops short of signaling another bond-buying program is imminent, an outcome which many analysts say is a strong possibility.

Besides stimulus hopes, a drop in supply from the North Sea, source of the crude which underpins the Brent contract, due to oilfield maintenance as well as fighting in Syria and tension over Iran's nuclear program also lent support.

"Fundamentally, the market could come down, but there is this general fear factor around Iran, Syria, Israel and hurricanes which is not going to go away any time soon," said Tony Machacek, a broker at Jefferies Bache.

"Also, the euro has managed to stabilize, which has maybe helped oil creep higher. Short-covering before the weekend could also keep the market buoyant."

A U.N. report said on Thursday Iran had doubled the number of uranium enrichment centrifuges it has in an underground bunker, showing Tehran has expanded its nuclear work despite Western pressure and the threat of an Israeli attack.

Traders were keeping an eye on the prospect of another strike in Norway, just weeks after a walkout by oil production workers lasted 16 days and stopped 13 percent of Norway's oil production.

Norwegian oil drilling workers may strike on Sunday at drilling installations operated by KCA Deutag in two North Sea fields, but production will not be affected, a union leader said on Friday.

Other threats to supplies receded. The remnants of Hurricane Isaac, now downgraded to a tropical depression, were seen as posing no further threat to most oil and gas installations in the region.

The Gulf of Mexico oil and gas industry has so far reported no major storm-related damage to infrastructure although one Louisiana refinery had flooding. Energy production was expected to start ramping up again.

Also easing concern about supply in the near term, a Reuters survey on Thursday found Iranian oil shipments rose slightly in August, contributing to an increase in OPEC output mainly driven by exports from Angola and Nigeria.

Census Bureau Releases Health Insurance Coverage Estimates for ...

WASHINGTON, Aug. 29, 2012 /PRNewswire-USNewswire/ -- The U.S. Census Bureau today released 2010 estimates of health insurance coverage for each of the nation's roughly 3,140 counties. Small Area Health Insurance Estimates (SAHIE) are the only source for single-year estimates of health insurance coverage status for every county in the nation.

These estimates are available by sex, age groups, race and Hispanic origin (for states only), and income-to-poverty ratios. As in past years, the estimates pertain to those younger than 65 as a whole. However, for the first time, there are estimates of coverage at the county level for those in the 50 to 64 age group.

By 2014, changes to the law will extend certain Medicaid benefits to uninsured people falling into specific income groups, and SAHIE estimates will permit users to track the impact of the law on small counties.?The estimates also enable local planners to determine, for instance, the counties in which low-income children are most likely to lack health insurance.?The mapping tools available on the SAHIE website can also show?regional trends in coverage, displaying for instance, that small counties with?a high range of uninsured?children are mostly in Texas, Nevada and Montana, and?small counties with a low range of uninsured are mostly in the Northeast and Midwest.

The new inclusion of the 50 to 64 age category allows tracking of the insurance status of this population, which is more likely to consume health care compared with younger age groups. Knowing the number of uninsured at this older age group allows planners and health care officials to better prepare for the health care needs of this population.

SAHIE is partially funded by the Centers for Disease Control and Prevention (CDC) and others in the health care field. The CDC uses these statistics in support of its National Breast and Cervical Cancer Early Detection Program, providing free cancer screenings to low-income, uninsured women.

"We use SAHIE data to more effectively gauge the level of need for breast and cervical cancer screening in various geographic jurisdictions across the country," said Marcus Plescia, director of the CDC's Division of Cancer Prevention and Control in Atlanta. "The information provided by SAHIE data is important to us in program planning and management, targeting and resource allocation decisions and evaluation."

The estimates are based on statistical models combining data from a variety of sources, including the American Community Survey (ACS), Census Bureau population estimates, administrative records (such as aggregated federal tax returns and Medicaid participation records) and 2000 Census statistics.

At present, SAHIE is the only source of health insurance estimates for all counties. There are no county estimates derived from the Current Population Survey. In September, the Census Bureau will release health insurance coverage estimates for counties with a population of

65,000 or more from the 2011 ACS. The following month, similar estimates will be released for counties with a population of 20,000 or more from the 2009-2011 ACS. Starting next year, the five-year estimates from ACS will include statistics on health insurance coverage for all areas, regardless of size.

Don't let Facebook's design changes trick you into sharing more info

While a smidgen of lipstick won't make a pig win any beauty pageants, some?design changes may affect how easily you hand information and control?over to Facebook apps.

As?guest writer Avi Charkham points out in a post on TechCrunch,?the launch of Facebook's new App Center brought a redesigned app permissions page.?While more visually appealing ??though this is a matter of opinion ??the new design?bring some pesky changes that could trick you into exposing more personal info or granting more control to apps than you realize.

For example: The old app permission request page offered two buttons ??"allow" and "don't allow ??while the new one simple has one button (something along the lines of "play game"). This leaves some users unaware of the fact that they're about to offer an app access to information or the ability to post on their behalf. Of course, someone on Facebook's side of things could argue that the app permission page does indeed outline exactly which permissions you're granting an app when you use it, but ??as Charkham points out ? details?are listed in a tiny grey font or only visible when you hover your mouse over a little question mark symbol.

And?then there's what Charkham describes as the "friendly talk trick":

In the new App Center Facebook chose to hide the term ?Permissions?. Instead of showing ?Request for Permissions? and a button labeled ?Allow? Facebook now sends you to a page full of colorful images with a single button labeled ?Play Game?.

So what can you do to protect your privacy and avoid letting some app post on your behalf? Practice constant vigilance, of course!

Keep an eye out for the tiny print, remember that you always have a choice (except when it comes to Timeline, of course), and regularly review your privacy settings to make sure that you haven't slipped up and had an app take a whole foot when you offered it a single inch.

In the years that have followed, if I had to describe integrity it would be Charlene or Clancy. ?Although Clancy has gone on ahead of us, I am blessed to say I still have Charlene in my life.? She has modeled so many things that matter the most for me:? How to Mother; How to love; How to forgive; How to let go; How to laugh; How to tell a story; and How to write; and so many things I have long since forgotten. I shutter to think where I would have been without her!

It was not always easy to live a transparent authentic life of integrity!? Getting started was the most difficult for me.? I had such excellent role models it grew easier the more I praticed.

(AP) ? Tropical Storm Isaac targeted a broad swath of the Gulf Coast on Monday and had New Orleans in its crosshairs, bearing down just ahead of the seventh anniversary of Hurricane Katrina.

The potential for a landfall as soon as Tuesday prompted evacuations along a wide area of the Gulf Coast and sent people out to stock up on staples.

"I gassed up ? truck and generator", John Corll, 59, a carpenter, said as he left a New Orleans coffee shop Monday morning. He went through Katrina in 2005 and was expecting a weaker storm this time, adding that he thinks the levee system is in better shape to handle a storm surge than when Katrina hit. "I think the state and local governments are much better prepared for the storm surge and emergencies," Corll said.

Isaac blew past the Florida Keys and was rolling northwestward over the open Gulf of Mexico on Monday. The National Hurricane Center predicted it would grow to a Category 1 hurricane over the warm water and possibly hit late Tuesday somewhere along a roughly 300-mile stretch from the bayous southwest of New Orleans to the Florida Panhandle.

That would be one day shy of seven years after Katrina struck catastrophically in 2005, although Katrina was a much stronger Category 5 storm with winds over 157 miles per hour. Isaac is expected to have top winds of around 90 mph when it hits land.

The size of the warning area and the storm's wide bands of rain and wind prompted emergency declarations in four states, and hurricane-tested residents were boarding up homes, sticking up on food and water or getting ready to evacuate.

On the Alabama coast, Billy Cannon, 72, was preparing to evacuate with several cars packed with family and four Chihuahuas from a home on a peninsula in Gulf Shores. Canon, who has lived on the coast for 30 years, said he thinks the order to evacuate Monday was premature.

"If it comes in, it's just going to be a big rain storm. I think they overreacted but I understand where they're coming from. It's safety," he said.

The storm that left eight dead in Haiti blew past the Florida Keys with little damage and promised a drenching but little more for Tampa, where the planned Monday start of the Republican National Convention was pushed back a day in case Isaac passed closer to the bayside city.

Isaac could pack a watery double punch for the Gulf Coast. If it hits during high tide, Isaac could push floodwaters as deep as 12 feet onto shore in Louisiana, Mississippi and Alabama and up to six feet in the Florida Panhandle, while dumping up to 18 inches of rain over the region, the National Weather Service warned.

Louisiana Gov. Bobby Jindal called a state of emergency, and 53,000 residents of St. Charles Parish near New Orleans were told to leave ahead of the storm. Mississippi Gov. Phil Bryant, Florida Gov. Rick Scott and Alabama Gov. Robert Bentley also declared states of emergency.

The oncoming storm stopped work on rigs that account for 24 percent of daily oil production in the U.S. potion of the Gulf of Mexico and eight percent of daily natural gas production there, the federal Bureau of Safety and Environmental Enforcement said in its latest update Sunday.

The Gulf of Mexico accounts for 23 percent of total U.S. crude oil production, 7 percent of the nation's natural gas and more than 40 percent of refining capacity.

Several regional governors altered their plans for this week's GOP convention in Tampa. Bentley has canceled his trip, and Jindal said he's likely to do so unless the threat from the storm subsides. Scott gave up a chance to speak.

Amtrak cancelled train service in Louisiana for Tuesday and Wednesday. The route than runs from New York to New Orleans would end in Atlanta, while its route from Los Angeles to New Orleans would stop in San Antonio. Amtrak was also suspending part of its rail line between Miami and Orlando, Fla.

Grocery and home improvement stores as well as fuel stations in Louisiana reported brisk business as residents sought to prepare for Isaac. Some gas stations were running out of supplies.

Even though the storm was moving well west of Tampa, tropical storm-force winds and heavy rains were possible in the area because of Isaac's large size, forecasters said. A small group of protesters braved rainy weather Sunday and vowed to continue despite the weather, which already forced the Republicans to cancel Monday's opening session of the convention. Instead, the GOP will briefly gavel the gathering to order Monday afternoon and then recess until Tuesday.

The Gulf Coast hasn't been hit by a hurricane since 2008, when Dolly, Ike and Gustav all struck the region.

Before reaching Florida, Isaac was blamed for eight deaths in Haiti and two more in the Dominican Republic, and downed trees and power lines in Cuba.

Isaac Not Stopping the Show in Tampa

TAMPA, Fla. - With Tropical Storm Isaac whipping the Florida Keys today with high winds and driving rain, Florida Gov. Rick Scott says that the state's focus moving forward is ensuring the safety of the Sunshine State's 19 million residents along with the crush of visitors traveling to Tampa for the Republican National Convention this week.

Scott, who declared a state of emergency for Florida on Saturday, said the latest forecasts have the storm "moving a bit west as it comes up the coast," but he expected Isaac to eventually make landfall somewhere in the Florida panhandle. He said there was "a big concern" over the potential for flooding there, especially since Tropical Storm Debbie had already saturated the ground when that storm hit in late June. He said his chief concern for the Tampa area is the looming impact of the wind.

Asked whether anyone is second-guessing scheduling the Republican National Convention in Florida during the middle of hurricane season, the governor predicted the GOP would still "have a great convention."

"Everybody likes to come to Florida," Scott said. "Our job and everybody up here has the same job: keep every resident and every visitor to our state safe, and we're going to make sure that happens. We're going to do everything we can to make sure they have a great time.

"The convention was a big opportunity for our state to show what a great state [and] place it is to live, work, and play," he said. "What they're going to find out this week is we know how to deal with hurricanes. We're prepared. This is a state that knows how to deal with those things. On top of that, we're the best hospitality state around. We have 87 million tourists here a year. We know how to have conventions, we know how to have large events, we're going to do a great job."

Scott said he spoke directly with Mitt Romney twice on Saturday to bring the presumptive Republican nominee "up to speed" and discuss the state's emergency management efforts.

"[Romney's] biggest concern was what's happening to the citizens of our state. He wanted to make sure that the 19 million citizens, everybody that is visiting our state is safe," he said. "I went through the things - same sort of briefing we're doing with the RNC - as far as you know the anticipated storm surge, the wind, the issues with regard to what the wind [and] what impact it would have on our bridges and what impact it would have on the use of buses."

With regard to the convention, Scott said state and local officials are making sure delegates have information about how they should react to the storm and urged residents and visitors staying close to the beach to stay there and minimize travel.

"Don't start venturing into the Tampa side because you don't know what's going to happen as far as your ability to get home," he said.

With the storm's trajectory now forecast to shift farther west, Scott said his primary concern for Tampa is the impact of the winds. He also pledged to dispatch his state's resources wherever the storm strikes.

"Clearly we're a state that has dealt with hurricanes. We know how to do this, and if it ends up going farther west - whether it's Alabama, Mississippi, Louisiana - Florida will be ready to be helpful," he said. "Once we see where the track's going to be up north, if we need to provide resources to another state, then we'll have the resources to do that."

Tampa Police Chief Jane Castor echoed the governor's emphasis on public safety, but suggested the strength of the storm likely will be tolerable, even for the thousands of demonstrators in Tampa this week during the convention.

"As far as the police officers are concerned, we're going to be out on the street," she said. "Right now the track is moving farther and farther west, so as it is right now there'll be high winds, and there'll be rains, but it's not going to be something that's going to prohibit anyone from doing what they want to do out on the street."

(AP) ? After a year of scorched-earth litigation, a jury decided Friday that Samsung ripped off the innovative technology used by Apple to create its revolutionary iPhone and iPad.

Apple Inc. filed its patent infringement lawsuit in April 2011 and engaged legions of the country's highest-paid patent lawyers to demand $2.5 billion from its top smartphone competitor. Samsung Electronics Co. fired back with its own lawsuit seeking $399 million.

The verdict, however, belonged to Apple, as the jury rejected all Samsung's claims against Apple. Jurors also decided against some of Apple's claims involving the two dozen Samsung devices at issue, declining to award the full $2.5 billion Apple demanded.

However, the jury found that several Samsung products illegally used such Apple creations as the "bounce-back" feature when a user scrolls to an end image, and the ability to zoom text with a tap of a finger.

As part of its lawsuit, Apple also demanded that Samsung pull its most popular cellphones and computer tablets from the U.S. market. A judge was expected to make that ruling at a later time.

After the verdicts were read, the judge sent the jury back to deliberate further on two inconsistencies involving about $2.5 million in damages awarded to Apple based on products jurors found didn't infringe Apple's patents. Those deliberations were continuing.

During closing arguments at the trial, Apple attorney Harold McElhinny claimed Samsung was having a "crisis of design" after the 2007 launch of the iPhone, and executives with the South Korean company were determined to illegally cash in on the success of the revolutionary device.

Samsung's lawyers countered that it was simply and legally giving consumers what they want: Smart phones with big screens. They said Samsung didn't violate any of Apple's patents and further alleged innovations claimed by Apple were actually created by other companies.

Samsung has emerged as one of Apple's biggest rivals and has overtaken Apple as the leading smartphone maker. Samsung's Galaxy line of phones run on Android, a mobile operating system that Google Inc. has given out for free to Samsung and other phone makers.

Samsung conceded that Apple makes great products but said it doesn't have a monopoly on the design of rectangle phones with rounded corners that it claimed it created.

Google entered the smartphone market while its then-CEO Eric Schmidt was on Apple's board, infuriating Apple co-founder Steve Jobs, who considered Android to be a blatant rip off of the iPhone's innovations.

After shoving Schmidt off Apple's board, Jobs vowed that Apple would resort to "thermonuclear war" to destroy Android and its allies.

The trial came after each side filed a blizzard of legal motions and refused advisories by U.S. District Judge Lucy Koh to settle the dispute out of court. Deliberations by the jury of seven men and two women began Wednesday.

Apple and Samsung combined account for more than half of global smartphone sales. Samsung has sold 22.7 million smartphones and tablets that Apple claimed uses its technology. McElhinny said those devices accounted for $8.16 billion in sales since June 2010.

From the beginning, legal experts and Wall Street analysts viewed Samsung as the underdog in the case. Apple's headquarters is a mere 10 miles from the San Jose courthouse, and jurors were picked from the heart of Silicon Valley where Jobs is a revered technological pioneer.

While the legal and technological issues were complex, patent expert Alexander I. Poltorak previously said the case would likely boil down to whether jurors believed Samsung's products look and feel almost identical to Apple's iPhone and iPad.

To overcome that challenge at trial, Samsung's lawyers argued that many of Apple's claims of innovation were either obvious concepts or ideas stolen from Sony Corp. and others. Experts called that line of argument a high-risk strategy because of Apple's reputation as an innovator.

Apple's lawyers argued there is almost no difference between Samsung products and those of Apple, and presented internal Samsung documents they said showed it copied Apple designs. Samsung lawyers insisted that several other companies and inventors had previously developed much of the Apple technology at issue.

The U.S. trial is just the latest skirmish between the two tech giants over product designs. Apple and Samsung have filed similar lawsuits in eight other countries, including South Korea, Germany, Japan, Italy, the Netherlands, Britain, France and Australia.

Samsung won a home court ruling earlier Friday in the global patent battle against Apple. Judges in Seoul said Samsung didn't copy the look and feel of the iPhone and ruled that Apple infringed on Samsung's wireless technology.

However, the judges also said Samsung violated Apple's technology behind the feature that causes a screen to bounce back when a user scrolls to an end image. Both sides were ordered to pay limited damages.

The Seoul ruling was a rare victory for Samsung in its arguments that Apple has infringed on its wireless technology patents. Samsung's claims have previously been shot down by courts in Europe, where judges have ruled that Samsung patents were part of industry standards that must be licensed under fair terms to competitors.

The U.S. case is one of some 50 lawsuits among myriad telecommunications companies jockeying for position in the burgeoning $219 billion market for computer tablets and smartphones.

Impact of an IT Service Disruption

During an IT service disruption, one in which the continuity plans are activated, unless regularly reviewed and tested, it is likely that the plans will not be current or contain a sufficient quantity of gaps in processes and procedures to inhibit their usefulness when implemented.

It is for this reason that the Business Continuity Plan, the Business Process Continuity Plans, the IT Service Continuity (Disaster Recovery) Plans and the Recovery Validation Procedures need to be clearly documented, integrated and regularly tested to ensure their currency with today?s business operations.

A major or catastrophic IT services disruption will require the activation of one or more ITSC/DR Plans. And, it will mandate the activation of the Business Process Continuity plans, aspects of the Business Continuity Plan and potentially the organisational Crisis Management plan. Continuity documents need to be effectively and accurately integrated, covering all aspects of continuity from time of incident, through Plan activations, data resynchronisation and/or reconstruction, and the eventual resumption of business processing.

In contrast to the traditional DR approach of planning solely for the least probable scenario involving a total loss of the data centre, other resiliency strategies such as high-availability and active-active implementations, disaster tolerant systems, and pseudo-real time data replication across multiple sites are becoming more prevalent in the delivery of IT Service Continuity.

As each new strategy and solution is implemented, the need for integrated continuity planning increases ? as does regular testing that the plans continue to maintain their currency with the solutions deployed.

Ashwin, Ojha put New Zealand cricketers in spin

Ravichandran Ashwin grabbed three quick wickets as India gained the upper hand on the second day of the opening Test against New Zealand in Hyderabad on Friday.

Off-spinner Ashwin took 3-30 and left-arm spinner Pragyan Ojha bagged two wickets as New Zealand struggled to reach 106-5 in their first innings at stumps in reply to India's 438.

The tourists now need 133 more runs to avoid a follow-on with five wickets in hand. James Franklin was unbeaten on 31 at stumps with Kruger van Wyk who had yet to open his account.

Cheteshwar Pujara earlier cracked a solid 159 and skipper Mahendra Singh Dhoni hit 73 as India added 131 runs to their overnight total of 307-5 before being bowled out at the stroke of tea.

"I thought we guys bowled well and we should be eyeing a follow-on. If you put 440 on the board, you expect to be in a dominant position at the end of the day," said Ashwin.

"I think the new ball was a little bit hard and the seam was a little more upright when we spinners started bowling. That helped us get a bit of bounce and get a few wickets up front. We have to be patient to get wickets tomorrow."

Ashwin and Ojha got a wicket in their opening overs, removing Brendon McCullum (22) and Martin Guptill (two). McCullum hit three fours in his 27-ball knock.

Dhoni pressed Ojha into the attack after only seven overs of pace and the spinner struck with his third delivery when he had McCullum caught by Virat Kohli in the covers.

Ashwin got a wicket with his first delivery when he had Guptill caught by Kohli at backward short-leg before removing captain Ross Taylor (two) in his next over, caught by the same fielder.

New Zealand's batting woes against spin continued in the last session when the floodlights were on as Daniel Flynn (16) was trapped leg-before while attempting to sweep Ashwin.

The Indian off-spinner's three wickets came in his opening five overs for just six runs.

Ojha got his second wicket when he had Kane Williamson (32) caught by Virender Sehwag in the slips.

Dhoni and Pujara earlier consolidated India's position with a 127-run stand for the sixth wicket, while Ashwin contributed 37 runs with five boundaries.

Pujara, who replaced retired Rahul Dravid at number three, and Dhoni fell to off-spinner Jeetan Patel in the afternoon session, but not before strengthening their team's position.

"They bowled some good balls and we nicked them," said Patel, who finished with 4-100.

"It (the wicket) is starting to take turn, probably a little bit earlier than we expected. Obviously getting four-for is nice, but I will have to get more than that to get us over the line."

The 24-year-old Pujara, playing only his fourth Test, stepped out to attempt a big shot but miscued it and Franklin took a well-judged catch running back from mid-on. He smashed one six and 19 fours in his 306-ball knock.

The Indian captain also fell playing an attacking shot, caught by Doug Bracewell at mid-off after hitting one six and six fours in his 25th Test half-century.

New Zealand took the last five Indian wickets in the afternoon, with Patel and left-arm paceman Trent Boult being the successful bowlers. Boult finished with 3-93.

Dhoni, who was 29 not out on Thursday, completed his half-century when he turned Bracewell to mid-wicket for three runs.

Pujara, 119 overnight, continued to gather runs comfortably against the New Zealand attack and played some handsome shots as he hit two fours in an over from Boult and then pulled Bracewell for a boundary to reach 150.
