Family touched twice by murder refuses to give up on South Africa

Gaby Burgmer who runs a game lodge called Heia Safari near Johannesburg, South Africa, has lost an ex-husband and father to violent crime. However, she is determined to stay put in her country.

JOHANNESBURG, South Africa ? Gaby Burgmer calls her home a ?paradise,? even though it is a place where she has endured the grief of two horrific crimes.

Her father, Franz Richter, was murdered here at the Heia Safari game lodge?in 2007 while on his way to pay the local staff. The apparent motive was robbery.

And in April, Burgmer?s ex-husband and business partner, Paul Schulte was shot and killed, apparently ambushed as he returned home.

It is the story of one South African family?s determination to stay in the country notwithstanding a wave of violent crime.

Burgmer, who is white, pledges to stay put with her family.?

?You see the beauty here? This is Africa,? Burgmer said, waving her outstretched arm, while standing on one of the oldest man-made dams on the continent and gazing out over a huge lake. ?I?m born here,?I?m just as African as anybody else.?

Exotic birds fly by around her, and the sun glistens off the water.

Burgmer is a passionate woman, and extremely proud of Heia Safari.?

It?s about 45 minutes from Johannesburg near a town called Muldersdrift ? a tourist area, full of wedding and event venues near the ?Cradle of Humankind? which is a World Heritage Site and is home to some of the world?s oldest human ancestor fossils.

Burgmer?s father built the lodge when he came to South Africa in the 1950s from Romania, starting with next to nothing. It is a place where wildebeest, giraffe and springbok roam free, sharing the expansive grounds with the guests.

?It makes their eyes sparkle,? Burgemer chuckled. ?Don?t stand behind them,? she warned. ?They kick.?

But she became serious when talking about what has befallen her family.

?It?s a very sad tragedy that has happened, but it has actually made me a lot stronger,? she said, sitting next to her daughter, Bianca Rogers, who has lost her father and grandfather.

?I?m not throwing in the towel, and I will never ever desert,? Burgmer added, her voice heavy with emotion.?

South Africa?s crime problem continues to be one of the country?s biggest challenges.

Perhaps the most worrisome crimes here are confrontational: home invasions, car-jackings and murder.

"I'm born here, I'm just as African as anybody else," Gaby Burgmer says.

According to the Institute for Security Studies in Pretoria, overall crime is down, but the murder rate is still four times higher than the international average.

There were still almost 16,000 murders in South Africa last year, compared to 12,664 homicide victims recorded by the FBI in the U.S. during 2011 ???a country with more than six times as many people.

?The government must realize it is time to take responsibility, and that they have the power to do something,? Rogers said. ?It is everywhere in our country that we have a crime problem.?

Muldersdrift has formed its own citizens watch group that meets regularly with local police to press for more protection. That follows a series of recent violent crimes that include the fatal shooting of a 13-year-old girl last year.? Residents have complained they feel ?under siege.?

?Hopefully, we can make a difference and improve things for all of us, ? Burgmer said. ?That?s why I?m talking to the world.?

Several people were arrested, tried and convicted in the death of her father. The investigation of her ex-husband?s death continues.? ?Unfortunately, no news or leads yet,? she said recently.?

?My father had a vision to create something that represents Africa,? Burgmer said as she drove down a dirt road leading to the edge of the lake at the lodge. Giraffe, impala and springbok were grazing under a brilliant afternoon sun.

She paused the vehicle and reached for a container in the back seat full of food for the animals. She lifted it outside the car above her head so the giraffes could bend their long necks down and eat from her hand.

?There?s no way I will ever capitulate and go.??

City of Hope researchers link single protein to obesity, cancer

DUARTE - City of Hope researchers think they may have found a cure for obesity that has nothing to do with diet and exercise.

Their research, released this month in the Journal of Biological Chemistry, has linked obesity to a single human protein -- which scientists working at City of Hope think they may be able to target using pills.

The protein, called RLIP76, works like a pump to remove toxic agents from cells. And it may play a significant role in weight gain, according to the study. Researchers studied mice that lacked the protein and found they were resistant to weight gain despite a high-fat diet. The mice also had low blood sugar and cholesterol.

"It links cancer, obesity, metabolic syndrome, and diabetes into a single disease-causing gene," said Sanjay Awasthi, M.D., a professor of diabetes, endocrinology and metabolism and of medical oncology at City of Hope, and an author of the study.

"When you get rid of this gene in a mouse, the mouse can't get obese, it can't get diabetes, it can't get high cholesterol and it can't get cancer," Awasthi said. "We've tried many ways of causing cancer in these mice, even by implanting a tumor into the mouse, and the cancer either never forms or it can't grow."

Previous research by Awasthi and Sharad Singhal, a study author and a research professor in the Department of Diabetes, Endocrinology and Metabolism at City of Hope, also found that targeting

the protein in cancer cells may help cancer patients. Cancer cells produce excessive amounts of the protein, which makes them highly resistant to treatment such as chemotherapy. All humans have the gene that produces RLIP76, just in varying quantities, Awasthi said.

Given this research, the City of Hope plans to begin clinical trials with patients before the end of the year, according to Awasthi. In trials, scientists will test the effect of reducing the amount of protein in obesity and cancer patients' bodies, which Awasthi said could have incredible results.

Treatment will come in the form of pills for obese patients and IV therapy for cancer patients, he said.

"There's no other single treatment that does this, period. Most of the drugs that have made it on the market, they mostly treat a small percentage of the cancers that are out there because they only work with certain mutations, whereas this thing works regardless of mutations," Awasthi said. "Because cancers need this to work."

The protein is "overexpressed" in many types of cancer cells, including melanoma, prostate and breast cancer, according to Singhal, who also said treatment targeting the protein could help obese patients.

"This will affect many people," Singhal said. "Obesity is a global disease."

Researchers' work linking the protein to obesity comes on the heels of the American Medical Association's decision in June to recognize obesity as a disease. An estimated two-thirds of Americans are overweight or obese and 300 million people around the world struggle with obesity, according to a report issued by the City of Hope.

Researchers have already started a clinical study of obese patients to detect if levels of the protein are higher in their blood than normal levels, according to Awasthi. A past study indicated that this may be the case, he said.

The researchers said they are waiting for grant funding to begin clinical trials.

    Look back: UCF endured some disappointing moments early in the season, putting together a competitive showing but falling short on the road against an Ohio State team that finished the year undefeated and failing to close out a winnable game against Missouri at home. The Knights started to string together strong performances once C-USA play opened. The Knights' offense scored an average of 35 points per game. UCF's veteran defense was stout and proved especially adept at keeping teams out of the end zone. The result was six consecutive wins before a loss at Tulsa. The Knights came close to nipping the Golden Hurricane in the C-USA title game, but UCF lost in overtime. The Knights capped the year with a 38-17 win over Ball State in the Beef `O' Brady's Bowl.

    Strengths: The offense will lead this team in 2013, with plenty of weapons available for starting QB Blake Bortles. He had a strong first season as a starter in 2012, passing for 3,059 yards and 25 touchdowns last year. Bortles protected the football, throwing just seven interceptions. Bortles, now a junior, can move in the pocket and rushed for eight touchdowns last season.

    The Knights are deepest at wide receiver, where they boast four players capable of breaking open a big play. Sophomore WR Breshad Perriman, a 6-foot-2, 210-pound athlete who can use his size to rumble for yards inside and speed to make plays outside, leads the Knights' receiver unit. Perriman got better each week as a freshman, and the son of former NFL player Brett Perriman could become one of the top targets in the American Athletic Conference this season. Jeff Godfrey, a former quarterback who has converted to receiver, has a year under his belt at wideout and will be utilized in sweep plays. The Knights are looking to get Godfrey the ball in open space. Rannell Hall and J.J. Worton have been consistent receiving options during their time at UCF.

    On the defensive side of the ball, MLB Terrance Plummer will look to hold together a unit replacing six starters. Torrian Wilson has proven to be a quality left tackle, and UCF will need him to continue his strong play this season as the Knights face off against South Carolina's Jadeveon Clowney and USF's Aaron Lynch, two of the country's top pass rushers.

    Weaknesses: Many of UCF's biggest issues come on the defensive side of the ball, most notably on the defensive line and in the secondary. The latter may be the biggest concern. UCF will be depending on unproven commodities, including CB Jacoby Glenn, who must prove he is capable of being a big-time college player. Glenn did not play as a freshman, but in his redshirt year the Knights will stick him at the field corner position and hope he can shut down one side of the field. On the opposite side, Brandon Alexander has starting experience but made some mistakes last season that cost UCF. Clayton Geathers returns at strong safety after a strong sophomore campaign, but he'll be without partner Kemal Ishmael, who was drafted by the Atlanta Falcons. Geathers will have to bring along either Drico Johnson or Nicco Whigham, the two top candidates to start at free safety.

    On the defensive line, UCF is still in search of a true leader to take over the unit. Senior E.J. Dunston had a solid spring and pairing with fellow 300-pounder Demetris Anderson should provide a boost in the middle of the line. Ends Deion Green and Thomas Niles will look to replace the pass rushing production of Troy Davis. Storm Johnson has a chance to replace RB Latavius Murray, who was drafted by the Oakland Raiders, but he will have to prove he can be a consistent runner.

    Outlook: After winning 10 games in 2012, UCF enters this fall with a chance to put together back-to-back winning seasons for the first time since 2009 and 2010 campaigns. To do so, the Knights need the defense to come together quickly in the first few weeks of the season to assist an offense capable of putting up 30-plus points per game. If UCF can pull off an early upset or two in the first six games of the season at Penn State, at Louisville or against South Carolina, the Knights could find themselves in the national conversation during the American Athletic Conference's final season as an automatic BCS qualifier. However, if the defense struggles, UCF will have to claw its way to bowl eligibility.

    Celebrity confession linking oral sex and cancer raises awareness

    Michael Douglas is credited for raising awareness about the links between oral sex and oral cancer, but experts worry his disclosure could cause public panic and stigmatize the disease to the point of bringing shame to those afflicted.

    Or worse, prevent patients with symptoms from getting examined promptly.

    Miriam Rosin, a BC Cancer Agency scientist, said the actor?s candid revelation that his throat cancer was caused by human papillomavirus (HPV), which he picked up from performing cunnilingus, is raising awareness of a growing problem around the world, and in B.C.

    ?It?s created a lot of noise. I think it?s important to talk about this disease ... but not in a headline grabbing way which may damage the cause by labelling it as a sexually transmitted disease,? said Rosin, who is also a Simon Fraser University professor.

    Regardless, the public is finally getting the message that HPV, the most common sexually transmitted virus in the world ? and the one that causes virtually all cases of cervical cancer ? is accounting for the surge in throat cancers located at the back of the throat.

    In B.C., if current trends continue, HPV-caused throat cancers are expected to overtake cervical cancers in incidence. About 150 cases of cervical cancers are reported annually in this province. Of about 500 head and neck cancers, 115 are HPV-caused throat cancers, according to the BCCA.

    Douglas?s interview with The Guardian newspaper last month was followed by an avalanche of sensational media reports that apparently gave the Hollywood celebrity a twinge of regret. Douglas?s publicist later claimed the 68-year-old meant only that oral sex and HPV were a potential cause of such cancers while not specifically referring to his own. The U.K. newspaper, however, stood by the story and released an audio of the interview to rebut Douglas?s backtracking.

    Excessive smoking and drinking alcohol are also risk factors for various forms of oral cancer and when the actor was first diagnosed in 2010, he had previously blamed his cancer on many years of indulgence in those habits.

    Up to 70 per cent of throat cancers are HPV-related. There are numerous places to get oral cancers ? such as the lips, cheeks, gums, palate, tongue and tonsils ? and while smokers and drinkers once fit the typical profile of an oral cancer patient, now, because of waning smoking prevalence, HPV infections have emerged as the dominant risk factor for throat tumours such as the one Douglas had.

    Rosin said there?s been a whopping 300-per-cent increase in the age-adjusted incidence rate for throat cancers from 1980 to 2010 here in B.C. It?s more commonly diagnosed in mid-life, and the ratio of males to females getting such cancers is three-to-one.

    Earlier this year, the American Cancer Society issued a report showing that the proportion of HPV-linked oral cancers has risen from 16 per cent of all oral cancers in the mid-1980s to 72 per cent two decades later.

    Dr. John Hay, a radiation oncologist at the BC Cancer Agency and expert in oral cancers, said HPV tumours are squamous cell clusters that surface in places where skin tissue is thin and delicate.

    There are more than 100 strains of HPV. Some are benign, causing common skin warts, but high-risk strains cause cervical and oral cancers, vaginal and vulva cancers, penis and anus cancers and genital warts.

    HPV infections and their links to cancer are a relatively new scientific area of study so there are many questions still to be answered, including whether the relatively new HPV vaccine will prevent future generations from getting throat cancers. The Vancouver Sun has reviewed the latest research and developments to address expected curiosities on the subject.

    Q) How common is HPV?

    Very. By age 25, a quarter of Canadian women are infected by it, and by age 50, about 85 per cent of sexually active people (males and females) have been exposed to it at one time or another. The vast majority of the time, the immune system knocks the virus out within a few years. In a minority of individuals, the virus persists, potentially leading to an HPV-linked cancer.

    Q) What is fuelling the rise in HPV over the past three or four decades?

    A) Experts believe the advent of oral contraceptives (The Pill) five decades ago unleashed sexual freedom and changes in sexual behaviours: more sexual partners and consequently more sexually transmitted infections, including HPV. Hay said before oral contraceptives came along, condoms were the common barrier method. ?Condoms keep things in and they keep things out,? he said, referring to the fact that condoms can help prevent sexually transmitted infections while oral contraceptives do not.

    Q) Is the massive increase in throat cancers attributable to better detection methods or an increase in HPV infections?

    A) Experts say they are seeing a true increase in the proportion of throat cancers caused by HPV. Hay said typical patients are 45 to 65 years old who may have been infected with HPV up to 20 years earlier.

    Q) Does oral sex really cause throat cancer?

    A) The HPV virus is very common; nearly everyone who has sex will get it at one point or another. The HPV micro-organisms can reside in the cervix or other body canals (anus) and the virus can also be transmitted through skin contact and saliva. One Finnish study showed that HPV could even be detected in babies under one year, possibly through skin-to-skin contact during breastfeeding.

    Men are more likely to get throat cancer and one theory is that there may be more HPV in vaginal fluid than other genital areas.

    ?We don?t well understand how oral HPV is transmitted except to know that oral sex is the most likely way of transmitting HPV to the mouth,? said Gypsyamber D?Souza, an epidemiologist and viral cancer expert from Johns Hopkins Bloomberg School of Public Health, at the recent annual meeting of the American Society of Clinical Oncology.

    Q) What are the risk factors for contracting HPV?

    A) Studies have shown that men are three times more likely to get HPV-related throat cancers than women, but risk for both genders goes up in those with more sex partners. Those who?ve had six or more oral sex partners over a lifetime are 8.6 times more likely to get HPV throat cancers, compared to those who have never had oral sex. HPV is more prevalent in sexually promiscuous individuals and those already carrying other sexually transmitted infections (STI). A B.C. study done on men attending a Vancouver STI clinic found that 70 per cent were HPV-positive.

    Q) What are some of the most common symptoms of throat and other oral cancers?

    A) Hoarseness, chronic sore throat, pain or difficulty swallowing, a painless lump in the neck area, swollen lymph nodes in the neck, ear pain and mouth sores that don?t heal.

    Q) Who should get the HPV vaccine?

    A) There are two HPV vaccines licensed for use in Canada: Gardasil and Cervarix. Neither will wipe out infections once individuals have been exposed, so it?s best to get the vaccine before becoming sexually active. B.C. research has shown that HPV is most prevalent in women under 20, suggesting that the risky period for getting infected is when females first start having sex.

    Gardasil (which protects against multiple high-risk HPV strains as well as genital warts) is approved for women aged nine to 45 and males nine to 26. Health Canada approved the vaccine for girls in 2006 and for boys a few years ago. It?s part of school-based immunization programs but the major focus of public funding is on Grade 6 girls in B.C. The series of three shots costs up to $500 if purchased at pharmacies by parents wishing to vaccinate boys or older children who missed getting vaccinated.

    The vaccine is also licensed for males up to age 25. As with girls, experts recommend boys get vaccinated before they become sexually active. Only a few provinces are considering public coverage of the vaccine for males; B.C. is not one of them at this time.

    Dr. Perry Kendall, chief medical health officer for B.C., said studies have not yet proven it would be cost effective to extend public funding for vaccination of boys. ?Ninety-nine per cent of cervical cancers are caused by HPV, and 70 per cent of vaginal cancers,? he said, while noting that HPV is ?attributable? to about two-thirds of throat cancers.

    B.C. spends about $3 million a year on HPV vaccines and about 60 to 70 per cent of eligible girls (Grade 6 cohorts) have been vaccinated so far, but it could take decades for the vaccine to have a significant effect in reducing both cervical and oral cancers in the younger generations.

    Q) Is the vaccine safe and effective?

    A) University of B.C. researcher Dr. Simon Dobson has called Gardasil an ?excellent vaccine.? HPV-infection suppression rates range from 70 to 90 per cent, with the highest immunity response occurring in those who get the vaccine at the youngest age.

    Minor side effects such as pain at the site of injection, swelling, dizziness, nausea and headache have been reported in about six per cent of subjects, according to Dr. Monika Naus of the B.C. Centre for Disease Control in a report in the BC Medical Journal. Rare, serious adverse effects ? such as deaths, stroke, embolisms and seizures ? have not been directly linked to the vaccine.

    Q) How can you get tested for HPV?

    A) Doctors scrape cells from the cervix area, similar to the way specimens are collected during a Pap smear. The test is not covered by the public medical plan so private labs charge about $90. It is not possible to swab the back-of-throat area for HPV because of gag and vomit reflexes. Saliva tests are used to detect throat HPV infections only for research purposes so far.

    In women and men, swabs can be taken of the anal cavity to detect pre-cancerous changes.

    Q) Is there a treatment for HPV?

    A) There?s no treatment for the infection but there are for the serious cancers that may result from it, such as surgery, chemotherapy and radiation.

    Q) What?s the prognosis for someone who gets HPV oral cancer?

    A) Even those who get advanced HPV-caused throat cancers, such as actor Michael Douglas, have a five-year survival rate of at least 80 per cent, whereas advanced non-HPV linked oral cancers ? those caused by smoking and alcohol ? have a survival rate about half that. Non-HPV cancers usually affect the front of the tongue, floor of the mouth, cheeks and gums, while HPV cancers tend to affect the back regions of the mouth: the base of the tongue and tonsil area.

    Q) Is there a screening program for HPV-related oral cancers?

    A) There?s currently no way to screen for HPV-related throat cancers but a B.C.-developed device called the VELscope is used by some dentists to detect abnormalities in the front parts of the oral cavity. The device utilizes special light to detect suspicious cells but it has not yet been shown to find HPV-type cancers in the furthest reaches of the throat. The tonsil area has folds and crevices where HPV tumours can hide out. BC Cancer Agency scientists are trying to improve the imaging system for the hard-to-reach sites at the back of the throat and tonsil area.

    Q) Does it take a long time for an HPV infection to arise or should you blame the last person you had sex with?

    A) If you do get HPV, you can?t necessarily point the finger at the last individual you had sex with. HPV infections wax and wane over lifetimes so getting an HPV-linked cancer may be more likely caused by the ?sum total of your life experiences,? according to Rosin. A 2010 study in the British Medical Journal found that in those who developed throat cancers, a third had HPV antibodies (meaning they had been exposed to the virus) up to 12 years before the onset of disease.

    Q) How can one prevent or lower the chances of getting HPV-related cancers?

    A) Talk to your doctor about getting vaccinated against the high-risk strains of HPV, reduce intake of alcohol and tobacco, limit your number of sexual partners, get tested for HPV if you have any symptoms or concerns. Women should get Pap smear tests of their cervix, which can show abnormal cellular changes that point to a possible HPV infection.

    Q) How prevalent is the oral HPV virus in the general population?

    A) A recent snapshot-in-time U.S. study published in the Journal of the American Medical Association found that about seven per cent of Americans aged 14 to 69 are infected by HPV. But only one per cent of the 5,500 people in the study had HPV-16, the most strongly linked strain to oral and cervical cancers. If the figure is extrapolated to the whole population, it would mean that millions have HPV, but fewer than 15,000 Americans develop HPV-linked throat cancers each year. Lead author Dr. Maura Gillison, of Ohio State University, said that should be seen as reassuring; most people with oral HPV don?t get throat cancer.

    The same study found that oral HPV infection was more common in men (10 per cent) than women (four per cent). HPV infection was most common in people aged 55 to 59.

    Q) How common is oral sex?

    A) The Canadian Youth, Sexual Health and HIV/AIDS study, along with other studies and surveys in the U.S. and Canada have shown that oral sex is enjoyed by two-thirds of adults. Results have shown it?s increasingly popular among Canadian teenagers. In 1994, nearly half of Grade 11 students (47.5 per cent) reported having oral sex at least once. When the survey was repeated in the same age group in 2002, more than half (52.5 per cent) indicated they had done so.

    Q) Should you swear off oral sex?

    A) Since there is a long latency period for HPV infections to inflict serious damage, it?s unlikely there?s any benefit for adults to change sexual practices and preferences, especially if they are in monogamous relationships. But Rosin and Hay agree it may be prudent for individuals to be discriminating when it comes to sexual partners. They can consider asking partners about whether they?ve had HPV, if they?ve been vaccinated against HPV, or about their health and sexual histories.

    Portugal opposition wants bailout renegotiation

    LISBON (Reuters) - The opposition Socialists demanded a renegotiation of Portugal's bailout terms on Friday, raising a hurdle to a cross-party pact the president says is needed to end the euro zone country's dependence on international funding next year.

    Prime Minister Pedro Passos Coelho and Socialist leader Antonio Jose Seguro said they are ready to discuss a deal, but analysts say their divergence on painful austerity policies linked to the bailout could make it hard to resolve the crisis.

    "We have to abandon austerity politics. We have to renegotiate the terms of our adjustment program," Seguro told parliament. "The prime minister has to recognize publicly that his austerity policies have failed."

    The political turmoil has already forced Lisbon to request a delay in the eighth review of the bailout by its creditors, initially due to start on Monday, until the end of August or early September.

    The delay drove up yields on Portuguese government bonds, which move inversely with prices, with 10-year yields surging 90 basis points on Friday to 7.87 percent.

    President Anibal Cavaco Silva threw the country into disarray this week by rejecting the premier's bid to heal a rift in the ruling coalition via a cabinet reshuffle, calling for a cross-party agreement to last until the end of the bailout program in June 2014, to be followed by early elections.

    The Socialists have blamed the government's austerity drive under the 78-billion-euro bailout for pushing Portugal into its biggest economic slump since the 1970s and unemployment to record levels of around 18 percent.

    AGREEMENT SEEN DIFFICULT

    "More time is something which we have always fought for. More time so our adjustment curve is not so steep and we can relieve sacrifices families and businesses have to make," Seguro, whose party lead in opinion polls, said.

    The Socialists had lobbied Cavaco Silva to call a snap election immediately, a move which the president rejected, saying it would significantly increase the risk of Portugal being forced to request a second bailout.

    "As things stand today, I don't think there is any possibility of the Socialists reaching a deal with the coalition without any concessions from the government as they will not back the continuation of policies which they reject," said Filipe Garcia, head of Informacao de Mercados Financeiros consultants in Porto.

    "There have to be concessions, especially as the Socialists prefer a (snap) election to an agreement," he added.

    The resignation of Foreign Minister Paulo Portas, who also leads the junior coalition partner CDS-PP, over Passos Coelho's austerity policies last week triggered the crisis.

    The premier said his government was still in office with full powers and the country could overcome the crisis under the president's plan. Political talks to resolve the situation are set to continue in coming days.

    "What happened should not have happened, and we have to show that it will not happen again," Passos Coelho told lawmakers.

    The small opposition Green Party said it would present a motion of no confidence to parliament. The motion, expected next week, is unlikely to succeed but with political events moving quickly it will be watched closely.

    Portugal's debt agency said earlier on Friday it would only return to regular bond issuance in the second half of 2013 "if market conditions are conducive".

    Analysts said that even if parties reach a deal, Portugal's reform progress could suffer.

    "Under the president's plan, Mr Passos Coelho would be politically crippled," Nicholas Spiro, Managing Director at Spiro Sovereign Strategy in London, said in a research note.

    "The Socialists would rapidly lose support and the reform drive would grind to a screeching halt."

    Navy Aims For Electromagnetic Guns

    A railgun uses magnetic fields created by strong electrical currents to accelerate a sliding metal conductor along two rails. It can hurl projectiles as far as 370 kilometers at speeds of up to 9,000 kilometers per hour. That?s nearly twice as fast as conventional guns.

    After testing a couple of different railguns in recent years, the Office of Naval Research awarded defense contractor BAE Systems $34.5 million to build a new prototype. This next-generation railgun should overcome its predecessor?s shortcomings by firing multiple rounds and not overheating.

    Ship-mounted railguns would be powered by the vessel?s electrical grid and reduce the amount of combustible material onboard.

    With the Navy already preparing to deploy laser-mounted cannons on some of its ships, control of the high seas may soon go to the side that can generate the most energy.

    Global oil supply to outpace demand in 2014 ? IEA ? RT Business

    Supplies from outside the Organization of Petroleum Exporting Countries (OPEC) will surge by 1.3 million barrels a day amid increased output in North America.

    International oil consumption will climb to 1.2 million barrels a day next year, up from 930,000 a day in 2013, the IEA said in its first monthly report with forecasts for 2014.

    The BRIC countries, as well as other rapidly expanding economies, will be the primary force in the global oil market next year, pushing demand to a record high level, International Energy Agency (IEA) data showed.

    The IEA predicted that in 2014 emerging economies ? such as Brazil, Russia, China and India - will drive international demand to a record 92.0 million barrels per day, or 1.3 percent from the current year, the report said in data released Thursday.

    "Emerging markets and developing economies are forecast to lead demand growth in 2014," the IEA said.

    This would more than offset continued lack of demand in the 34 countries of the OECD, with China predicted to remain "the main engine of demand growth in 2014."

    The agency said improving prospects for global economic growth ? and despite increasing efficiency in energy use in advanced countries - would be the primary engine for boosting demand.

    Unseasonably cold weather was also responsible for boosting the demand forecast.?

    The wild card in the data comes from North America, specifically the United States, the world?s largest energy consumer, where oil production is "set to grow strongly."

    Supply from other countries outside OPEC would also rise, the agency forecast.

    The IEA report, however, pointed to global hotspots that could potentially disrupt vital supply routes, for example around the Gulf of Suez and the Persian Gulf.

    "Observers worry that the political confrontation in Egypt, like the Syrian civil war, could drag on and worsen before it gets better, and the instability could theoretically threaten production and transit through the Suez Canal," the IEA said.

    Unrest in the past has disrupted supplies from Libya, Nigeria and Iraq, the IEA noted.

The news seemed to please shareholders, and at the time of this writing, Tesla's stock had surged ahead nearly 2 percent. The company's entry into the Nasdaq 100 is a sure sign that its forward trajectory is nigh unstoppable -- at least for now. With an overall stock gain of nearly 260 percent in 2013, Tesla Motors just keeps on truckin'.

    Fantasy Football: It's Never TOO Early to Start Your Draft

    In a sport where many people claim to be experts, each fantasy football season brings about a slew of unpredictable events. A year ago, Adrian Peterson was a huge injury risk who nobody wanted to touch in the first round of drafts. He, of course, proceeded to rush for more than 2,000 yards and came up just 9 yards short of breaking the all-time NFL single-season rushing record. It's never too early to start preparing for your draft.

    Offseason Transactions

    The 2013 offseason saw several stars from 2012 change teams. Perhaps the most notable move is Percy Harvin's trade to Seattle, giving one of football's most dangerous weapons an equally dangerous offense to work with. Harvin was always a valuable player, but in Minnesota his potential was stunted by weak quarterback play. In Seattle, Russell Wilson and Marshawn Lynch already comprise a top-notch offense, making Harvin's ceiling seemingly limitless.

    Meanwhile, Wes Welker's quarterback situation barely changes as he moves west from New England to Denver. Peyton Manning didn't miss a beat in his first year with the Broncos, and Welker now gives the Broncos arguably the best trio of receivers in the league. Denver may suffer the proverbial "too many mouths to feed" syndrome, but the offense will put up points regardless. Danny Amendola, Welker's replacement in New England, should top last year's impressive totals if he stays healthy (a big IF).

    Other potential impact moves include:

    • Mike Wallace to Miami: A potential downgrade at QB, but Wallace is clearly the star of the show in Miami. He'll be the team's deep-threat, while Brian Hartline and his freshly-signed $30 million contract, is a solid PPR (points per reception) option.
    • Running Back Roulette: Steven Jackson moved to Atlanta and Reggie Bush signed with Detroit. Jackson's best years are behind him, but he still proved effective in St. Louis last year. Bush proved he could carry a full load the past couple seasons in Miami, but he may lose goal-line touches to Mikel LeShoure.

    Rookies

    It's tough for any 21-year-old to go straight into riches and media stardom, as is required of star NFL rookies. Worse, it's beyond difficult to figure out which rookies will produce for your fantasy team. Most "experts" correctly predicted a strong rookie campaign from Doug Martin in 2012, but very few even thought about Alfred Morris. And nobody saw Russell Wilson's impeccable 2012 coming. Again, its a crapshoot.

    Tavon Austin seems the perfect, faster replacement of Danny Amendola in St. Louis. If Sam Bradford targets him like he did Amendola, Austin could have a very solid year. DeAndre Hopkins, Houston's first-round pick, is in the best overall situation for a rookie wide receiver, as he'll see single coverage all season if Andre Johnson stays healthy.

    Running backs are usually the most appealing rookie options because they're guaranteed touches and often play right away. Montee Ball (Denver), Eddie Lacy (Green Bay) and Le'veon Bell (Pittsburgh) were all drafted by teams that desperately need help at running back. Bell probably has the best chance to be this year's Doug Martin with Rashard Mendenhall now in Arizona, but Ball and Lacy, again, fell into great situations too.

    Draft Strategy

    According to CBS Sports, there is only one non-RB (Calvin Johnson) that is consistently going top-10 of standard scoring mock drafts as of early mid-May. In other words, its an absolute must to get at least one running back in the first or second round or come playoff time you'll be watching from home on tv.

    The draft is all about value, so just keep an eye on runs at certain positions. If three or four quarterbacks are selected consecutively in Round 4, it may be time for you to pounce as well to get one of those top-15 guys. And never get a kicker before the final round.

    Debt collection firm to pay largest-ever FTC penalty for allegedly harassing consumers

    Massive debt collection firm Expert Global Solutions has agreed to pay a $3.2 million civil penalty to settle charges it violated consumers' rights when attempting to collect debts, according to the Federal Trade Commission. The agency said it was the largest settlement ever obtained from a third-party collection firm, and it described Expert Global ? formerly known as NCO Group ? as the "world's largest debt collection operation," with 32,000 employees and $1.2 billion in annual revenues.

    In its complaint, the FTC alleges that Expert Global called consumers late at night, early in the morning, at their workplaces, and even after agents for the firm promised to stop calling.

    Consumers who said they had been reached in error by the firm, who did not owe a debt, were also called repeatedly, the FTC said.

    "Defendants (called) persons repeatedly or continuously with the intent to annoy, harass, or abuse," the complaint said. The firm also left voice mail messages for target consumers that disclosed the existence of a debt to third parties.

    The firm must now pay the penalty and agree to end such practices, which the FTC says violated the Fair Debt Collection Practices Act.

    "We are pleased to have resolved this matter," the company said in a statement. "We cooperated fully with the FTC's 2010 investigation and have already implemented systems and procedures to help address their areas of concern."

    As part of the agreement, the firm neither admits nor denies the allegations.

    Expert Global operates under a number of brand names, including: ALW Sourcing, LLC; NCO Financial Systems, Inc.; and Transworld Systems, Inc., which also does business as North Shore Agency, Inc. It has offices in the U.S., Canada, Barbados, India, the Philippines and Panama, according to the FTC.

    The agency has helpful tips for dealing with debt collectors on its website.
